We have historically purchased through TechSoup which gives amazing deals to non-profits but we can only buy one Suite a year and they don't have anything for CC. This whole thing would be much easier if it wasn't for the version problems with InDesign. We currently have 10 installs of InDesign CS4.
According to Adobe if you are using CS6 or CC you are able to export as a InDesign Markup (IDML) file which can be read all the way back to CS4. Does passing the file back and forth between versions cause any problems? That could make it significantly easier and cheaper for me.

I after some more digging I found that Creative Cloud for teams is the way any business should go because of the ability to reassign licenses and the Creative Cloud Packager. I have not tested it out but I can say with confidence that the answer to if standard users can use CC is yes if you use the Creative Cloud for Teams.
